Gujarat polls: 397 crorepati candidates in fray for state's 182 Assembly seats

There are nearly 400 crorepati candidates in fray for Gujarat's 182 seats. The state goes to the poll today in a two-part election.

As many as 397 crorepati candidates are in the fray for the Gujarat assembly elections, an analysis of their election affidavits done by two NGOs has found.


Of the total 1,828 candidates trying their luck in the two-phased Assembly polls, 1,098 nominees have passed class 12 or below. Also, there are only 118 women candidates in the fray, according to the report by the Association for Democratic Reforms (ADR) and Gujarat Election Watch (GEW).

While 198 out of the total 977 candidates of the first phase have declared assets worth more than Rs 1 crore, 199 nominees out of the total 851 of second phase have emerged as crorepati as per the analysis of their affidavits conducted by the NGOs.

As per the study, 131 of these 397 crorepati candidates have declared assets worth over Rs 5 crore, while 124 others have shown movable and immovable assets in the range of Rs 2 crore to Rs 5 crore.

While the ruling BJP has given tickets to 142 crorepati candidates, the opposition Congress has fielded 127 such nominees. The NCP has given tickets to 17 crorepati candidates, the Aam Aadmi Party (AAP) has fielded 13 such candidates and the BSP to five.

The report said that 56 independent candidates also fall under this category. The remaining crorepati candidates belong to lesser known parties or outfits.

Congress candidate for Daskroi seat, Pankaj Patel has emerged as the wealthiest candidate with declared assets worth Rs 231.93 crore, it said.

He is followed by another Congress nominee Indranil Rajyaguru of Rajkot-West seat who has declared assets worth Rs 141.22 crore.

Rajyaguru is followed by BJP candidate for Botad seat Saurabh Patel. Patel, who is former Gujarat finance minister, has declared assets worth Rs 123.78 crore, the report said.

BJP candidate and prominent businessman Dhanjibhai Patel of Wadhwan seat is in the fourth place with declared assets of Rs 113.47 crore.

In a sharp contrast, six independent candidates have declared that they have zero movable or immovable assets.

The report also suggests that as many as 13 candidates have declared that their annual income is more than Rs 1 crore, based on the last Income Tax returns filed by them.


In terms of educational qualifications, the report said that as many as 1,098 nominees have either passed only 5th, 8th, 10th or 12th class. 119 candidates mentioned that they were only literate, while 23 others declared that they were illiterate.

According to the report, of the 1,828 candidates, 118 were women. 658 candidates were in the age group of 25 and 40 years, 889 between ages of 41 and 60, while 193 of them were between 61 and 80.

Voting for the first phase of the polls began this morning, while polling for the second phase will be held on December 14. Counting of votes for both the phases will be held on December 18.

The digital currency Bitcoin is rallying at phenomenal speed, leaving many high and others dry in markets around the world. But why are prices higher in India than elsewhere? The BBC's Devina Gupta explains.


While the Bitcoin bull run has been welcomed by many, financial regulators in emerging economies are still trying to find a way to understand it.

The central bank of China has shut down Bitcoin exchanges in the country. Indonesia and Bangladesh have banned its use as a payment tool.

In India the government has made it clear that, while it doesn't recognise Bitcoin as "legal tender" like paper money, there are no guidelines on Bitcoin trading.

In the absence of any specific legal framework, online Bitcoin trading platforms are operating freely, even as the Indian central bank is getting jittery.

It has issued its third warning this week, cautioning "users, holders and traders of virtual currencies including Bitcoin" of "economic, financial, operational, legal, consumer protection and security-related risks".

But is anyone listening?


Experts claim that demand outweighs supply in India, pushing the Bitcoin price in the country up to 20% higher than international prices.

There are at least 11 Indian Bitcoin trading platforms online which claim that about 30,000 customers are actively trading at any given point of time. With a simple click, an investor can open an account and choose whether to purchase an entire Bitcoin or a fraction to trade with.

What is Bitcoin?

There are two key traits of Bitcoin: it is digital and it is seen as an alternative currency.

Unlike the notes or coins in your pocket, it largely exists online.

Secondly, Bitcoin is not printed by governments or traditional banks.

A small but growing number of businesses, including Expedia and Microsoft, accept Bitcoins - which work like virtual tokens.

However, the vast majority of users now buy and sell them as a financial investment.

"Last year this time we had 100,000 registered customers. Now we have gone up to 850,000. The price is surging and from my analysis the people who are investing in Bitcoins are investors who have big pockets and are willing to take risks on their portfolio," Satvik Vishwanathan, co-founder of Unocoin, told the BBC.

And it's not just online trading. Some Indian e-commerce platforms have started recognising the digital currency as well. FlipKart and Amazon are already giving customers the option to convert Bitcoin into regular currency and purchase goods with it.

But at the end of the day, Bitcoin is just an open software with a digital code. Is it more secure than depositing money in a bank?

"There is no architecture to hold the Bitcoins safely, so right now people are taking a physical print out and keeping that in a locker. What the government can do is start a global wallet registry so that we know who is transacting and where the transactions are being done. If my Bitcoin is stolen then with this global wallet at least you can track it," Vishal Gupta, co-founder of Diro Labs, told the BBC.

But the time for just issuing warnings may be over.
With the popularity of Bitcoin, other digital currencies like Ethereum and Litecoin are also attracting Indian investors. So is it time for the government to make its policy clear?

"There are revolutionary changes in this sector and huge progressive moves here. Technology is always ahead of government and is a big disruptor. It is important that we keep pace with technology and make regulatory changes. It is an issue that finance ministry has to debate and do inter-ministerial discussions to take it forward," Amitabh Kant, the CEO of India's premier think-tank Niti Aayog, told the BBC.

Every high has a low. A look at the past five years of Bitcoin shows several stomach-churning moments where it has tumbled by 40% to 50% in a single day without any warning. The April 2013 Bitcoin meltdown where the currency fell by over 70% overnight from $233 to $67 still haunts many.

But perhaps the biggest shot in the arm for Bitcoin investors is the recent green light from the US for futures trading. This decision has fuelled the recent Bitcoin rally. But Wall Street banks are raising concerns and heavyweights like Warren Buffet have red flagged Bitcoin as "a real bubble".

This leads us to the big question: Is the digital currency an idea whose time has come or is it destined for disaster?

Only time will tell.

Gandhinagar: In the middle of his Gujarat campaign, Congress (Vice) President Rahul Gandhi has already started pitching for the 2019 Lok Sabha polls. Speaking at an election rally earlier today, Mr. Gandhi said that once Congress returns in center, they will ban India- Sri Lanka tours on priority. This announcement from him was greeted with the loudest cheer of the day.

Addressing the crowd, Mr. Gandhi said ,”Today, there is a decisive 5th day of a Test match in progress but you are here at a political rally instead of watching that match. In a cricket mad country like India, isn’t it shocking? This is happening because of the really high frequency of India- Sri Lanka matches, across formats, and it is making people disinterested in Cricket. To get people interested in Cricket again, we will ban all bilateral series between these two countries and nobody will ever ignore a Test match involving India again.”

Taking a dig at the Modi government, he added ,”Current government is totally oblivious of the torture being inflicted on the dedicated Indian fans through these matches. RSS members only know Lathi, they can’t appreciate a bat and this government is run by RSS.”

Reacting sharply to this statement by Rahul Gandhi, BJP spokesperson Sambit Patra said ,”Today Rahul Ji is attacking us for high frequency of India-Sri Lanka matches but he is forgetting the time during UPA government when there was an India-Sri Lanka match every other day. Indian players spent more time with Jayawardene and Sangakkara than their spouses during that time. Why didn’t he ask Manmohan Singh Ji to ban these tours then?”

Meanwhile, BCCI is already drawing up list of probables to replace Sri Lanka as the default opponent during any break for the Indian players. Bangladesh, Zimbabwe and Afghanistan are the names currently under consideration.

After the OnePlus 5T launch, everyone seemed to love the smartphone, but somehow could not get over the fact that the camera quality was still lacking. Soon enough OnePlus promised that it would work on improving the low light imaging of the camera and now a month later, we have the first camera-focussed update.

The new update is tagged as OxygenOS 4.7.4. It comes in the form of an OTA update package that is 285 MB in size.

The update does not bring Android Oreo, but brings plenty of optimisations apart from the main fixes, which come for the camera.

In the change log, OnePlus mentions that the team has worked on delivering an optimised UI for the Camera app. Additionally they have also tweaked the image processing algorithms that should bring about better photo quality.

Other tweaks to the system include optimisations for the audio quality (both speaker and earphones), face unlock and vibrations. There are also optimisations made for Wi-Fi battery usage, and the update also brings stability for fingerprint recognition and the GPS unit.

The update as always will be rolling out gradually in waves, but users in Canada seem to be the first to have received the update. You could try using your VPN to trick the server into getting it to download the update.

While the standard OnePlus 5T (yes, your OnePlus is not exactly special anymore) is available in 6 GB RAM + 64 GB storage and 8 GB RAM + 128 GB storage flavours. OnePlus already has a special edition of the smartphone that will be launched in India (and elsewhere) on 14 December.

What's behind the N Korean 'ghost ships' washing up in Japan?



Mysterious "ghost ships" have been washing up on the western shores of Japan over the few past years, thought to be fishing vessels from North Korea.


Many of the ships have only dead bodies or skeletons on board but in recent months, several have been found with their desperate North Korean crew still alive.



What are these 'ghost ships'?

They are called ghost ships because they are usually found empty or with only corpses on board off Japan's western coast.


In 2017 though, a number of ships have washed ashore with the crew still alive.

In November, eight men were found alive on a boat at Yurihonjo marina. They said they were fishermen from North Korea who had gotten into trouble at sea.

Another ship picked up by the Japanese coast guard was found to have 10 men on board.

The boats are often rickety and very simple vessels with no modern engines or navigation instruments on board.

Where are they from?

With most of the boats washing up empty or only with dead bodies, it was initially not clear where they had come from but some observers speculated they were North Korean fishing boats that had been searching for king crab, squid and sandfish.

Markings on some of the vessels, in Korean, indicated that they belonged to the North's military which is heavily involved in the fishing industry.

In the recent cases where boats were found with the crew still alive, the sailors confirmed they were from North Korea. One of the boats rescued in November also had a plaque indicating it belonged to the military.

Unsurprisingly, there has been no mention of the missing vessels from North Korea.


How did those on board die?

When boats with corpses wash ashore, Japanese officials usually try to investigate the cause of death. But as they tend to be in an advanced state of decomposition it is often impossible to determine that.

During the winter months and with little food on board, exposure and starvation are the most likely explanations for their deaths.

The wooden boats washed up are old and heavy and have neither powerful modern engines nor GPS navigation systems.


If they ventured too far out or got blown off course, they would lose their bearings or find it hard to beat the currents even if they knew which way to go.

According to news agency AFP, 2017 has seen a record number of North Korean fishermen rescued alive with more than 40 arriving so far this year.

Are they defectors? Or spies?

It has been suggested the sailors could be defectors trying to make it across the Sea of Japan to escape the regime in Pyongyang.

But the crews found alive have asked to be sent back to North Korea.

Also, taking the route all the way to Japan is significantly further and more dangerous than trying to sail to South Korea.

The speculation they might be spies is also thought to be unlikely. Despite a few sailors rescued alive, most of the boats still wash up empty or with the men dead.


The crews found alive in November was thought to have looted a small shelter off the coast of Japan before they were picked up by the coast guard.

The shelter for Japanese boats in distress was found broken into with appliances missing, including a rice cooker and a television. When the North Koreans were later spotted by the coast guard they appeared to hastily dump these items off their vessel, local media reported.

According to Japanese media, the sailors later admitted they had been stealing the missing equipment from the refuge hut.


Why would fishermen take this risk?

With international sanctions tightening due to Pyongyang's nuclear and missile tests, the regime is under pressure to boost agriculture and food supplies.

One hypothesis posed by Japanese media is that the North Korean leadership is demanding bigger catches and sailors are being forced to take chances to meet those targets.

What might be making the situation worse is that North Korea sold the fishing rights in some of its territorial waters to China last year. That means a smaller area for local fishermen to fish in and hence they might be having to venture further out in search for fish.

Profit-seeking has been suggested as another possible incentive to take such risks



It is common in North Korea for workers to keep some of the surplus they generate past the targets set by the state. This quasi-capitalist system has been credited with improving production, analysts say.

But this promise of some private surplus is also thought to drive people to take greater risks to improve their situation - which could well include taking desperate chances at sea.

Seventeen million babies under the age of one are breathing toxic air, putting their brain development at risk, the UN children's agency has warned.

Babies in South Asia were worst affected, with more than 12 million living in areas with pollution six times higher than safe levels.

A further four million were at risk in East Asia and the Pacific.

Unicef said breathing particulate air pollution could damage brain tissue and undermine cognitive development.

Its report said there was a link to "verbal and non-verbal IQ and memory, reduced test scores, grade point averages among schoolchildren, as well as other neurological behavioural problems".

The effects lasted a lifetime, it said.

"As more and more of the world urbanises, and without adequate protection and pollution reduction measures, more children will be at risk in the years to come," Unicef said.

It called for wider use of face masks and air filtering systems, and for children not to travel during spikes in pollution.

Last month hazardous smog began blanketing the Indian capital Delhi, prompting the Indian capital's chief minister Arvind Kejriwal to say the city had become a "gas chamber".

A newborn baby who was "mistakenly" declared dead by doctors in India's capital Delhi has died in another hospital where he was being treated.


The doctors at the privately run Max Hospital had pronounced the baby dead hours after his twin who was stillborn on 30 November.

The parents said the baby was alive while on their way to his funeral.

Their father told reporters that he would not take the child's body home unless the two doctors were arrested.

The incident sparked outrage and a debate over the quality of private healthcare which is often costly.

The two doctors were fired by the hospital on Sunday after an inquiry. The hospital also condoled with the parents after hearing that the baby had died.

The state health minister, Satyender Jain, has said the hospital's licence could be cancelled if a probe found it guilty of medical negligence.

The Delhi police said on Wednesday that it had transferred the case to its crime unit.

The incident came to light when the parents noticed one of the babies squirming inside the plastic bag that doctors had placed the infants in.

According to the twins' grandfather, the stunned family rushed the newborn to a nearby hospital where they were told that their baby was still alive, local media reported.

This was the second instance in recent months where a private hospital in India has been called out for negligent care. Last month, a girl died of dengue fever in another hospital and the parents allege they were overcharged for her treatment.

Countries not willing to discuss Kashmir issue because of India's influence: Former Pakistani diplomat

Washington: A former top Pakistani diplomat has said that because of India's influence and economic power, countries are unwilling to raise the issue of Kashmir at an international level, including at the UN.
Masood Khan, former Pakistani Ambassador to the UN, who is now president of Pak-Occupied Kashmir (PoK), rued that India has veto on the talks between the two South Asian neighbours.
Khan is currently in Washington, for what he described is part of his effort to appraise the international community about current situation in Kashmir.


"India has strategic alliances with certain countries. Because of the lucrative deals that it offers to powerful countries in the West, it has practically imposed a gag order on Kashmir," Khan said yesterday in response to a question at the Atlantic Council, a top American think-tank.
Khan said that because of increasing Indian influence, "people here (in Washington DC), in Brussels, in London or other world capitals don't talk about Kashmir, because this would have consequences… for these countries, like in terms of economic transactions, and strategic costs.”
Responding to questions at the thinly-attended Atlantic Council event, Khan alleged that the UN is not acting on its own resolution because of India.
"The United Nations is not acting because of real politics," he said.
"The Security Council, first because of cold war dynamics, and now because of number of other factors is not taking cognisance of the Jammu and Kashmir dispute, which is regrettable because of mandate that is given to the Security Council by the UN charter under chapter six and chapter seven," he said.
Khan argued that UN should be acting. "It should be proactive. It's because of real politics. It is also because of two other factors," he said.
"One was that in the past 30 to 40 years, India and Pakistan have invested a lot of energy and time in bilateral talks. But these bilateral talks or dialogue have proved to be mirage for Kashmiris because it has produced no results," he said, adding that these talks have been non-productive.
Because of these talks, India has "acquired two vetoes" he said.
One on the agenda whereby they have in fact reduced the core issue of Jammu and Kashmir to a fraction of their whole agenda. It is one of 10 agenda items, he added.
Secondly, India has veto over the timetable. "They will start negotiations when it suites them and when they don't like it they will blame Pakistan for terrorism. And that has just got scuttled the dialogue process," he said.
Khan claimed that there are no terrorist camps in PoK. "None whatsoever," he said during the interaction.
"This is in fact a propaganda against the Kashmiris intended to demonise them," he said, and claimed that there is no terrorism right now in Kashmir. Neither there is any cross-border activities.
"This is not happening," he said.
"Right now, India has fenced the Line of Control. There are two layers of the fence. In between there are landmines. There are motion sensors. They also have electronic surveillance, thermal imaging. If any crossing takes place they would be detected," he added.

"A country shouldn't be divided on sectarian lines and that is something I have told Prime Minister Modi in person as well as to people in America... People see the differences between each other much too vividly and miss the commonalities. Commonalities are always based on gender and we need to focus on that," Obama said at the Hindustan Times Leadership Summit.
Asked how Modi responded to his private message on religious tolerance, Obama dodged a straight reply, saying his goal was not to disclose his private conversations.
But he said India's ajority community and government needed to cherish the fact that minorities, particularly Muslims, in India identify themselves as part of the nation.
"For a country like India where there is a Muslim population that is successful, integrated and considers itself as Indian - which is not the case in some other countries, this should be nourished and cultivated," the former US President said.
He said in a democracy, the most important office was not the office of the President or a Prime Minister, but the office of the citizen who needed to question themselves about which ideology they encourage with their support to particular politician.
"When you see a politician doing something questionable, ask yourself 'Am I supporting this?'. If communities across India are saying they won't fall prey to division, then it will strengthen the hand of politicians who feel that way," he said.
"Rarely do politicians get far ahead of public opinion. They are more a mirror and reflection of society. Sometimes they lead, but more often, they follow," Obama said
